Courter was honored to be elected as Vice President for 2010-2012, then President for 2012-2014 where she served as board chair. I was also a Delegate from the United States from 2007-2011. In 2010 the IACEA presented Courter their highest award - the Medal of Honour.


Civil Air Patrol Courter joined CAP in 1979. She says she has was honored to serve as CEO, National Commander and Board Chair for CAP nationally. In those roles she has said she was "responsible to lead over 61,000 of the greatest volunteers across the nation." Courter was the strategic leader of Search and Rescue, Cadet Programs, Aerospace Education, Homeland Security, Cyber and Safety programs. In 2011 CAP was credited with saving 113 lives. Courter strategized and led national transformations in systems of Finance, Logistics, and Aircraft Maintenance. CAP received accolades for aerial imagery and chaplain services during the Gulf Oil Spill Crisis. Courter was awarded Life Membership, the highest recognition, upon conclusion of her tenure as CEO and Commander. Accepting the first organizational “Roving Ambassador of Peace” by World Peace Prize Organization "was truly incredible recognition for CAP, especially because previous winners include Ronald Reagan and Shimon Peres."

VisionIT is a global leader of Information technology managed services & talent management solutions.  Here Courter served as the Chief Information Officer, and as Interim Chief Financial Officer.  She led IT:  installed and implemented new talent management system company-wide, improved processes, installed a company-wide Voice over Internet Protocol system integrated with applications and improved efficiency. She led the finance team on day-to-day and long-term finance work while serving as CFO. Courter managed leadership and operational meetings. She aligned organization-wide projects with a strategic plan for long-term revenue growth above the then-current $200 million.  Courter instituted in-house training sessions for leadership development, growing the talent pool.  

Valassis, now worth $2.3 billion, was publicly-traded on the NYSE. There Courter was the Vice President of Information Technology and Telecommunications, leading all IT Projects and Services.  A Member of the Valassis Leadership Council and Merger & Acquisition team, her significant assignments and projects included customized business systems for multiple product lines exceeding $1billion for internal and external customers, 

merger and acquisition due diligence and integration; and board governance for .orgs with multi-million dollar revenue. Some strategies she implemented included:  Sarbanes-Oxley compliance that had internal program savings of $2million, and development of 2-d barcode “Aztec code” with field of use license in Internet coupon proofing and delivery.  Courter enhanced organizational efficiency and effectiveness with programs including a Federated Structure / IT Liaison Program / Job Sharing. In her role as the top technology leader, she designed the enterprise architecture, hardware, software tools, and network.  As she says about their tight security – “we printed money!”  She generated ideas for product line extensions and new business opportunities. As a creative solution person, she sought government grants obtained exceeding $650,000 for technology transition needs.
